1- Software Development:-

1. Software Development and Implementation is one of the most critical component for success of any Information Technology Solution. UPLC also acts as an system integrator using a combination of bespoke and packaged application integrated to deliver the desired result to our valued clients.
2. UPLC has empanelled various Software Development Organizations having expertise in almost all the verticals and have proven records of implementing Information Technology Solutions. The empanelment has been done in various categories based on the capabilities to execute Software Projects. The evaluation and categorization has been done based on the infrastructure availability, past experience of project execution, technological understanding and the manpower skill set availability. The selection of the execution partner is being done on case to case basis after evaluation of customer requirement and estimated techno-commercial fitment adopting transparent e-procurement two-bid evaluation System.
3. UPLC has established a set of quality check procedures and keep a constant watch on the projects being executed by it’s empanelled Software Implementation partners.

By empanelling various Software Organizations including the organizations of National and International repute, UPLC maintains a technical skill set of almost all the State-of-Art technologies, whether it is a development in DOT NET technology or JAVA technology using varieties of framework including JPS, Weblogic, Webspace Struts, hibernate etc or PHP Technology. The solution has been implemented on web servers including IIS, JBoss as well as on portal Servers using almost all the Databases like Oracle, DB2, MS SQL , My SQL etc.

2- PROCEDURE FOR EMPANELMENT OF SOFTWARE SERVICE PROVIDERS WITH UPLC:-

UPLC invites Online e-bids on the e-Procurement portal http:/etender.up.nic.in from experienced Software Developers & System Integrators /Companies/ Organizations in the areas of Software Developments, IT Enabled Services, Security, Storage, Backup, Integration And Networking Solutions, Turnkey Solutions, Security & Surveillance Solution according to their empanelment as Service providers. Bids are evaluated to determine whether they are complete and meet all the eligibility criteria and other terms & conditions of the tender. Any bid or bids not fulfilling these requirements shall be liable to be rejected. The details of eligibility criteria & Job Categories as well as service providers categories are as under:-

Eligibility Criteria for Service Providers:-

2.1 Job Category-I (Software Development)

1. Execution of order under this category will be in general, consist of the following steps of operations as per the requirement of individual orders:
2. Preparation of Business Processing Diagram (BPD) or proposal on the basis of preliminary study
3. System Requirement Specifications (SRS)
4. System Design and Development (SDD)
5. Development of the Application Software and website.
6. Testing and Maintenance of the Software and website
7. Application Software to be operated over the Existing Network with modifications.
8. Data Entry and Processing related to Software Developed.
9. Operation and maintenance under warranty period for minimum one year
10. Operational Manual in two copies, one for the Client Department and other for UPLC
11. Submission of copies of the Application Developed in Softcopy and hardcopy, User Manual, Design Documents.
12. Deployment of Manpower at Client’s site for running the system
13. Conduct training programs for deployed Application Software.

2.2 Job Category-II (IT Enabled Services)

1. Execution of order under this category may consist of one or more of the following jobs:-

Projects like Scanning, Storing, Retrieval and all other aspects of Digitization process, Geographical Interface System (GIS), Survey based development of Application Software, Geo Positioning System (GPS) based tracking system, Records/Document Management Systems/ Storage, smart card/RFID support based application
3. Execution of order under this category will be in general, consist of the following steps of operations as per the requirement of individual orders:
4. a. Preparation of Business Processing Diagram (BPD) or proposal on the basis of preliminary study.

12. i. Manpower deployment at Client’s site for running the system
13. j. Conduct training programs for deployed Application Software.

2.3 Web / Cloud Server based Services:

2.6 The Bidder may apply for Empanelment for any one or all of the above Job Categories (I / II/ III) based on their Technical Expertise, working experience and competence in the specific field. 3. Categorization of Service Providers

3.2. Service providers shall have to bid for Empanelment in any One (01) of the above 04 Categories of the Service Provider (A or B or C or S).

21. Apart from this, one job order of minimum value of Rs 5 lac should be in process in the field of IT & ITeS for Central Govt/State Govt/PSU/ other Government Institution
22. Company should have ISO or CMMI Certification or Letter for Empanelment in any UP Govt. Deptt./PSU /Institutions as Startup.
23. The Bidder should have 5 manpower on Roll for project handling, out of which at least 3 Technical staff must have MCA/ B.Tech /BE /M.Tech/ M.Sc. degree in the areas of Computer Science/IT/Electronics from the recognised university/ Institution.

3.2 . Service providers competent to provide services with an estimated project value up to Rs. 75 lakhs --Category –‘B’

20. (11) Apart from this, one job order of minimum value of Rs 50 lac should be in process in the field of IT & ITeS for Central Govt/State Govt/PSU/ other Government Institution.
21. (12) Company should have ISO or CMMI Certification
22. (13) The Bidder should have 30 manpower on Roll, out of which at least 20 Technical staff must have MCA/ B.Tech/ BE/M.Tech/ M.Sc. degree in the areas of Computer Science/IT/Electronics from the recognised university/ Institution.
3.4 Service providers competent to provide services with an estimated value Up to Rs. 05 lakhs --Category –‘S’ (STARTUP).

2. (15) The Company should not be blacklisted by Central Govt. /State Govt./PSU/ / Autonomous body in India and there should not be any criminal case registered against the Startup Owner/Founder of the company/Firm in any Court of Law
3. (16) Should have at least 2 employees on pay rolls.
4. (17) The Startup owner/founder should be at least a Graduate from recognized University.

6. (19) Must have Income Tax (PAN) Registration.
7. (20) Must have or applied for GST Registration.
