Introduction

The Computer Hardware Division of UPLC is providing Computer Hardware supply services to various Govt Departments/Corporations/ Institutions/ Directorates/ Nagar Nigams/Nagar Palika Parishads etc according their needs by providing assistance in the form of proposals and on receipt of orders making available to them the desired and related items which are procured by UPLC from the OEMs of reputed brands or their authorized representatives as per procedure.

Purchase procedure adopted by UPLC for supplies of Computer Hardware and allied items to the client departments:-

1. Initially a proposal is prepared for the concerned department against the enquiry generated by the departments on the basis of empanelled rates of various reputed OEMs in UPLC or MRP/DGS&D/OEM rate/rate available on website in respect of non-empanelled items.
2. On receipt of order from the client department, an e-tender is floated by UPLC on the e-tender website: e-tender.up.nic.in inviting technical and financial bids for orders valuing above Rs. 1 lakh.
3. Firstly the Technical bid is opened on the scheduled date and time to select the vendors who have qualified as per the technical specifications/other requirements prescribed in the said tender.
4. The financial bids of only those vendors are opened which have technically qualified. Out of the above technically qualified bidders who has quoted lowest (L1) rates is selected on whom the order is placed for supply of required computer hardware and allied items on the terms and conditions of the client department/UPLC.

Major orders at hand

1. SSDG Project:-

   UPLC is providing necessary infrastructure for the above project which includes 1412 Computers, 1412 UPS 1 KVA, 1412 Laser jet Printers at various Tehsils/BDOs under the Panchayati Raj avam Gram Vikas Vibhag/ Rajasva Vibhag / Mukhya Vikas Adhikari Karyalayas/ Viklang Kalyan Adhikari Karyalayas / Samaj Kalyan Adhikari Karyalayas / Mahila Kalyan avam Bal Vikas Adhikari Karyalayas/District Employment Offices/CMO Offices. In addition, required Servers and necessary Software for the above project have also been supplied to NIC.

   Besides the above, RF Connectivity is also being provided at 163 locations including 71-Sadar Tehsils/ 71-Vikas Bhawans and 13- Nagar Nigams/ 8-Nagar Palika Parishads. The project is in the final stage of implementation.

2. Establishment of Central Patient Management System and Automation of Central Library:-

   UPLC is establishing a Data Centre including, necessary networking, supply of client computers and other hardware accessories for Chatrapati Sahuji Maharaj Medical University. Further for automation of the Central Library of CSMMU, RF ID solution is also being provided by UPLC. The project is under implementation.

3. Supply and installation of Video Conferencing equipment for Rohalkhand University, Bareilly:-

   UPLC is also executing an order for supply and installation of video conferencing equipment at Rohalkhand University, Bareilly. The project is under implementation.

4. Supply and installation of Computer Hardware and associated items at Gautam Buddha University, Noida:-

   UPLC is also executing an order for supply and installation of Computer Hardware and associated items at Gautam Buddha University. The project is under implementation.

5. Supply of Tablets/Laptops to the students :-

   Vide GO No.413(1)/15-10-2010-47(1)/12TC dated 24.5.2012 UPLC as the procurement Agency for Tablet PCs and Laptops to eligible students. The volume of supply of above Tablets/Laptops is 26 Lakhs. UPLC has selected a reputed Consultant through the e-Tender process viz M/s KPMG Services (P) Ltd for undertaking the job of finalizing and floating RFP on Global basis for the selection of reputed OEMs and for recommendation for placement of order.

6. Supply of Laptops and allied equipment to Hon’ble MLAs/MLCs

   Besides the above Hardware Division is catering to the requirements of Laptops and allied items for Hon’ble MLAs/ MLCs as per the requirements in terms of concerned GO through which UPLC has been nominated as Nodal agency for supply of Laptops and allied items to the Hon’ble MLAs/MLCs.

7. Supply of Laptops and allied equipment to Principal Secretaries/Secretaries/ Special Secretaries:-

   UPLC is also providing services for supply of Laptops and allied items for Principal Secretaries/ Secretaries/ Special Secretaries in the State Govt. as per the requirements in terms of concerned GOs through which UPLC has been nominated as Nodal agency for supply of Laptops and allied items to Principal Secretaries/ Secretaries/ Special Secretaries.

Institutional Charges levied by UPLC on supplies of Computer Hardware and allied items:

For providing the hardware services to the various Govt. Departments the Corporation is charging Institutional Charges as follows:-

1. 5% institutional charges on order above Rs.2Crores to Rs.10.00 Crores s
2. 4% institutional charges for order value above Rs.10.00 Crores
3. 2.5% institutional charges for order value above Rs.10.00 Crores to 50 Crores
4. 2% institutional charges for order value above Rs.50.00 Crores to 100 Crores

Help-Desk Services for trouble shooting of supplied Computer Hardware and allied items

To Assist the client Departments in trouble- shooting of problems being faced in the operations of the supplied systems, the Corporation has provided facility of Help-Desk for all its customers who can log their complaints for redressal on telephone no is 0522 -2288750 and 0522 4130301-25 Lines ( Extn. -307).
