1- Software Development :-

Software Development and Implementation is one of the most critical component for success of any Information Technology Solution. UPLC has expertise in implementing bespoke (Customized) Software solutions, which is best suited for the requirement of the client. UPLC also acts as an system integrator using a combination of bespoke and packaged application integrated to deliver the desired result to our valued clients.

UPLC has empanelled various Software Development Organizations having expertise in almost all the verticals and have proven records of implementing Information Technology Solutions. The empanelment has been done in various categories based on the capabilities to execute Software Projects. The evaluation and categorization has been done based on the infrastructure availability, past experience of project execution, technological understanding and the manpower skill set availability. The selection of the execution partner is being done on case to case basis after evaluation of customer requirement and estimated techno-commercial fitment adopting transparent e-procurement two-bid evaluation System.

UPLC has established a set of quality check procedures and keep a constant watch on the projects being executed by it’s empanelled Software Implementation partners.

By empanelling various Software Organizations including the organizations of National and International repute, UPLC maintains a technical skill set of almost all the State-of-Art technologies, whether it is a development in DOT NET technology or JAVA technology using varieties of framework including JPS, Weblogic, Webspace Struts, hibernate etc or PHP Technology. The solution has been implemented on web servers including IIS, JBoss as well as on portal Servers using almost all the Databases like Oracle, DB2, MS SQL , My SQL etc.

2- PROCEDURE FOR EMPANELMENT OF SOFTWARE SERVICE PROVIDERS WITH UPLC :-

UPLC invites Online e-bids on the e-Procurement portal http:/etender.up.nic.in from experienced Software Developers & System Integrators /Companies/ Organizations in the areas of Software Developments, IT Enabled Services, Security, Storage, Backup, Integration And Networking Solutions, Turnkey Solutions, Security & Surveillance Solution according to their empanelment as Service providers. Bids are evaluated to determine whether they are complete and meet all the eligibility criteria and other terms & conditions of the tender. Any bid or bids not fulfilling these requirements shall be liable to be rejected. The details of eligibility criteria & Job Categories as well as service providers categories are as under:-

2.1 Eligibility Criteria for Service Providers:-

2.1.1 Service providers competent to provide services with an estimated value up to Rs 05 lakhs --Category –‘A’.

Service Provider Company/ Organization:

1. Should be at least one year old. Audited Balance Sheet and Profit/Loss Account for preceding 01 financial year.
2. Income Tax Return (ITR) for the preceding 01 financial year.
3. Should have at least a LAN installed with 5 desktops and one server, one printer and UPS of adequate capacity.
4. At least two jobs should have been completed successfully of value around Rs 05 lakhs each for each specific Job Category/Categories Applied For the Empanelment, during preceding 1 year. Job Orders /Awards and their successful Job Completion Certificates are essential.
5. Should have at least 5 permanent employees on rolls for at least one year, out of which at least 3 employees should have recognized B.Tech/B.E./M.C.A/M.Sc. degrees, in the areas of Computers/IT/Electronics.
6. Should have genuine and Licensed Software.

2.1.2 Service providers competent to provide services with an estimated value more than Rs 5 lakhs but up to Rs 25 lakhs --Category –‘B’.

Service Provider Company/ Organization:

1. Should be at least two years old. Audited Balance sheet and Profit/Loss Account for preceding 2 years.
2. Income Tax Returns (ITRs) for the preceding 02 financial years.
3. Should have at least a LAN installed with 8 desktops and one server, one network printer, scanner and UPS of adequate capacity.
4. At least three jobs should have been completed successfully of value above Rs 05 lakhs to Rs 25 lakhs each, during preceding 2 years for each Job Category/Categories Applied For the Empanelment. Job Orders/Awards and their successful Job Completion Certificates are essential.
5. Should have at least 10 permanent employees on rolls for more than one year, out of which at least 6 employees should have recognized B.Tech/B.E./M.C.A/M.Sc. Degrees, in the areas of Computers/IT/Electronics.
6. Should have Genuine and Licensed Software.

2.1.3 Service providers competent to provide services with an estimated value above Rs. 25 lakhs and up to Rs 50 lakhs--Category –‘C’.

Service Provider Company/Organization:

1. Should be at least three years old. Audited Balance sheet and Profit/Loss Account for preceding 3 years.
2. Income Tax Returns (ITRs) for the preceding 03 financial years.
3. Should have at least a LAN installed with 10 desktops and one server, one network printer, scanner and UPS of adequate capacity.
4. At least three jobs should have been completed successfully of value above Rs 25 lakhs up to Rs 50 lakhs each, during preceding 03 years for each Job Category/Categories Applied For the Empanelment. Job Orders /Awards and their successful Job Completion Certificates are essential.
5. Should have at least 20 permanent employees on rolls for more than one year, out of which at least 15 employees should have recognized B.Tech/ B.E./M.C.A/M.Sc. Degrees, in the areas of Computers/IT/Electronics.
6. Should have Genuine and Licensed software.
7. Should have ISO 9000 or CMM Series certification.

2.1.4 Service providers competent to provide services with an estimated value more than Rs 50 lakhs --Category –‘D’.

Service Provider Company/Organization:

1. Should be at least more than three years old. Audited Balance sheet and Profit/Loss Account for preceding 3 years.
2. Income Tax Returns (ITRs) for the preceding 03 financial years.
3. Should have at least a LAN installed with 15 desktops and two servers, one network printer, scanner and UPS of adequate capacity.
4. At least three jobs should have been completed successfully of value above Rs 50 lakhs each, during preceding 03 years for each Job Category/Categories Applied for the Empanelment. Job Orders/Awards and their successful Job Completion Certificates are essential.
5. Should have at least 25 permanent employees on rolls for more than one year, out of which at least 20 employees should have recognized B.Tech/B.E./ M.C.A/ M.Sc. Degrees, in the areas of Computers/IT/Electronics.
6. Should have Genuine and Licensed software.
7. Should have ISO 9000 or CMM Series certification.

3- CATEGORIES OF THE JOB :-

The service providers have been categorized into the following five categories based on their financial and technical capability, infrastructure available with them. The Categories of the Jobs are as follows:-

3.1 Job Category-I (Software Development)

Execution of order under this category will be in general, consist of the following steps of operations as per the requirement of individual orders:

1. Preparation of Business Processing Diagram (BPD) or proposal on the basis of preliminary study
2. System Requirement Specifications (SRS)
3. System Design and Development (SDD)
4. Development of the Application Software and website.
5. Testing and Maintenance of the Software and website
6. Application Software to be operated over the Existing Network with modifications.
7. Data Entry and Processing related to Software Developed.
8. Operation and maintenance under warranty period for minimum one year .
9. Operational Manual in two copies, one for the Client Department and other for UPLC.
10. Submission of copies of the Application Developed in Softcopy and hardcopy, User Manual, Design Documents.
11. Deployment of Manpower at Client’s site for running the system
12. Conduct training programs for deployed Application Software.

3.2 Job Category-II (IT Enabled Services)

Execution of order under this category may consist of one or more of the following jobs:-

Projects like Scanning, Storing, Retrieval and all other aspects of Digitization process, Geographical Interface System (GIS), Survey based development of Application Software, Geo Positioning System (GPS) based tracking system, Records/Document Management Systems/ Storage, smart card/RFID support based application.

Execution of order under this category will be in general, consist of the following steps of operations as per the requirement of individual orders:

1. Preparation of Business Processing Diagram (BPD) or proposal on the basis of preliminary study.
2. System Requirement Specifications (SRS)
3. System Design and Development (SDD)
4. Development of the Software.
5. Testing and Maintenance of the Software.
6. Data Entry and Processing related to Software Developed.
7. Installation of Hardware, Software and Networking at site. The hardware required for the project shall be procured for the department(s) by the Service Provider as per hardware procurement policy of U.P. Government/UPLC).
8. Submission of copies of the Application Developed in Softcopy and hardcopy, User Manual, Design Documents.
9. Manpower deployment at Client’s site for running the system.
10. Conduct training programs for deployed Application Software.

3.3 Job Category-III (Network Security, Storage, Backup, Integration and Networking Solutions)

Execution of order under this category may consist of one or more of the following jobs:

1. Preparation of the Proposal / project report for implementation / up-gradation of computer networks.
2. Network Security Solutions related to System and Network through UTM, Firewalls, etc. Providing solutions for disaster recovery management.
3. Up-gradation / Installation and commissioning of Networks (LAN, Campus Wide networking, MAN, WAN) related to projects of Network Security Solutions. The required hardware shall be procured by the Service Provider as per hardware procurement policy of U.P. Government/UPLC.
4. Implementation of Network Management / Security / Storage / Backup Solutions.
5. Data Recovery, Network Administration related to Network Security Solutions.
6. Complete Facility Management related to Network Security Solutions.
7. Supply of Computer Hardware and Integration with existing networks. The hardware required for the project shall be procured for the department(s) by the Service Provider as per hardware procurement policy of U.P. Government/UPLC).

3.4 Job Category-IV (Turnkey Solutions)

Execution of order under this category may consist of the following steps of operations (The turnkey solution must have application software component and provide Total Solution by supply of required software and required hardware environment to run the supplied software and its facility management shall be the responsibility of the service provider. The hardware required for the project shall be procured for the department(s) by the Service Provider as per hardware procurement policy of U.P. Government/UPLC) :

1. Preparation of Business Processing Diagram (BPD) or proposal on the basis of preliminary study.
2. System Requirement Specifications (SRS)
3. System Design and Development (SDD)
4. Development of Specialized/Customized System Software/Application Software, interface with the hardware. Supply of required hardware, networking etc. for the project.
5. Testing and Maintenance of System
6. Operational and Design Documents
7. Installation and Implementation.
8. Data Entry and Processing related to Turnkey Solution.
9. Training on Software to Client Department and UPLC
10. Operation and maintenance under one year warranty period.
11. Providing Turnkey Solutions on basis of BOOT System (Build Own, Operate and Transfer) as per terms of order
12. Submissions of two copies of software (Soft an Hard copy), User manual, Design Documents and Source code with Intellectual Property Rights (IPR) and Replication Right etc.
13. Manpower Deployment at Site

3.5 Job Category-V (Security & Surveillance Solutions)

The Security & Surveillance Solutions must have appropriate and certified software to support the Security & Surveillance equipment /devices. The Service Provider has to provide total solution in Security & Surveillance by supply of appropriate and certified software to run, operate, control, monitoring, storage of recorded data for analysis/ investigation purposes of the Security & Surveillance equipment /devices to be supplied with along with the adequate Networking. The Security & Surveillance equipment /devices must have proper certification and approval from the Government / Industry norms. Support for maintenance, repair / replacement of deployed Security & Surveillance equipment /devices must have proper support for seamless and uninterrupted services. Security & Surveillance Equipment /Devices etc. for the project shall be procured for the department(s) by the Service Provider as per relevant procurement policy of U.P. Government/Govt. of India/UPLC

Execution of order under this category may consist of Security & Surveillance Solutions (includes Security & Surveillance Products and Solution, Security Detectors, Alarms along with total Solution) one or more of the following jobs:

1. Up-gradation / Installation and commissioning of Surveillance equipment /devices and project related required Networks (LAN, Campus wide networking, MAN, WAN)
2. Implementation of Surveillance equipment /devices and Network Management / Security / Storage / Backup Solutions /Network Administration
3. Supply of Security Surveillance equipment /devices and Integration with existing /new hardware and networks.
4. Maintenance of Security Surveillance equipment /devices and Networks

4- Selection of Service Providers :-

Tenders received will be screened for requirements, experience and qualifications. UPLC carry out physical inspection/verification of the information given by the bidder/ bidder’s infrastructure setup in appropriate cases. The empanelment of successful bidders will be done thereafter. The bidders may in appropriate cases be empanelled in the Categories in which they have applied. The Service Providers are selected on the basis of their existing experience, manpower availability, technical competence and experience of related Job category/ categories.

5- Period of Empanelment :-

The empanelment of the service provider is for a period of two years from the date of issuance of letter of empanelment after which the empanelment may be renewed on request of the service providers, based on their performance on the job awards/job orders during their empanelment period.

9- PROCEDURE FOR SELECTION OF SERVICE PROVIDERS AMONGST EMPANELLED SERVICE PROVIDERS :-

9.1 Allotment of Work

Step-1

On receipt of the enquiry from the client department. UPLC willl study the client’s requirement in consultation with the client department and UPLC will prepare scope of work and estimated cost of the project.

Step-2

On the basis of the scope of work and the estimated cost of the project, UPLC prepares a e-tender document which is uploaded on the e-portal of e-procurement (http//etender.up.nic.in ) to invite technical and commercial proposals. This tender is open to to the panel of empanelled Service Providers with demonstrable competence in the required field(s) {of specific Job Category/Categories (I/II/III/IV/V) in the Categories of Service Providers (A/B/C/D) as specified at clause 3 above.

Step-3

After receiving the e-tender from the bidders, UPLC’s Technical Committee firstly examines and evaluates the technical bid and then the financial bid of only those bidders is opened who have technically qualified. The lowest bidder (L 1) is selected as the service provider.

Step-4

Based on the proposal submitted by lowest bidder, UPLC prepares a techno-commercial proposal including the institutional charges and submits the same to the client Department for consideration and placing the work order.

Step-5

On receipt of work order from the client department, UPLC places the order to the selected service provider on terms and conditions of UPLC as well as the client department to execute and implement the aforesaid work within the time frame as specified.

10- UPLC’s INSTITUTIONAL CHARGES FOR SOFTWARE :-

For Developing and implementation of Application Software to the various Government Departments, The Corporation is charging institutional charges at the following rates:-

1. 10% institutional charges on development of Application Software/web site and maintenance for the same.
2. 7% institutional charges on Licensed Software/ready made software.
